Nothing here is illegal.
You can be asked to work any number of hours per week....as long as your employer pays you properly for them.

The Problem, I didn't get raise as per negotiation.
It is not because of my performance.
The manager ask for more time with the same salary ( company pay base on monthly basis, working for 40 or 60 hours a weeks will be the same salary)

If you are watching the clock as opposed to doing the job, promotions come slower.
Are you exempt or non exempt.

Are you saying you get the same fixed salary no matter how many hrs. a week you work - you do not get overtime pay? Are you exempt - if so, you just get a regular fixed salary no matter how many hrs. you work/are required to work a week. If you don't know if you are exempt, what are your job duties?
Your employer can have whatever requirements they want before giving you a raise. (as long as you aren't discriminated against because of a protected "class" - ie age, gender, religion)

Nothing you have posted constitutes illegal discrimination. If you want the promotion, get your eyes off the clock and onto your job. Unless you had a legally binding contract guaranteeing you a promotion at a particular time, the employer is free to change their minds if they don't see your work as justifying it. And it's THEIR definition of justified, not yours, that counts.
