My question involves child support in the State of: PA
sooo here is the situation my fiance is paying child support for his first child through a court order. Now the mother of the child is pretty much not in the little girls life and she lives with her grandparents. We don't know if the grandparents are receiving any of this money but we do know that she is on welfare and receiving all these benefits b/c she uses the girl to do this which doesn't even stay with her. Today at her soccer game her grandfather told my fiance that he needed to have guardianship becuase he wanted to enroll her in school. We don't know what do in reference to any of this any kind of advice would help. He wants to pay support but doens't want to support someone elses habits from his money.

Go back to court, file for a modification. Bring grandpa with you ( on the court date) as a witness saying the child lives with him.

So why is your fiance not filing for custody of the children? IMO, grandparents have done their time and been paroled. In other words, grandparents should not be raising children - that's a parents job.
That aside, the CS your fiance pays is being kept by the state for the benefits she receives. Any overage is going to directly to her...and chances are she isn't giving it to the grandparents.
A modification needs to filed, if for nothing else but to give the GPs the CS and keep Mom off the welfare rolls fraudently.
