Landlord Does Not Make Necessary Repairs, Can't Contact Him
My question involves landlord-tenant law in the State of: Texas
Our air conditioning has gone out at least 4 times since we moved in almost a year ago. Most currently it has been out since Feb. 24th at which time I informed the management company. On April 1st I learned that the owner had fired the management company and I have no way of contacting him. No personal contact information was given. I don't even know where to send rent. This is not the first time they have had serious health violations in the house that breaks the contract. May we up and move with out notice since we have no way of contacting him?

You need to make a complaint to your local housing, building or health official responsible for overseeing the condition of rental housing. Assuming the official finds it to be the case, that official will notify your landlord in writing that the lack of cooling materially affects the health or safety of an ordinary tenant. Your landlord will then have a period of time to make the necessary repair, usually three days. If the landlord does not complete the repair or submit the necessary petition to get more time to make the repair, that opens up the "repair and deduct" remedy for the tenant (fix it yourself and deduct the cost of repair from your rent).
