Marijuana Possession Charge

My question involves criminal law for the state of: VA.

My sister got a misdemeanor marijuana possession charge in march of 2007. She went to court paid her dues, went to ASAP class, and did her community service. The county claims she will be dismissed of charges in May of 2008. She is applying for a new apartment this weekend and the application claims she will be denied if there are drug charges found on her background check. Is there anything she can do?

Well, I'm assuming she's not going to invent a time machine so she can go back and undo her crime, so I guess she's left with hoping that they somehow overlook her criminal record.
