16-year-old Dating 12-year-old
My niece is 12 and she has been getting calls from a 16-year-old boy, who simply refuses to go away.
I don't think they've had sexual involvement at this point, but its hard to watch a precocious 12-year-old 24-7. I'd really like to scare him away without using the old shotgun method.
Since he is not of the Age-of-Consent in Texas are there no laws saying he can't have sex with a 12-year-old.

Neither minor is age of consent that makes sex unlawful. If you do not want the 16 year old calling your 12 year old (I wouldnt either) try first contacting his parents and request their son cease. Next step might be block on phone number he is calling from.

And if that doesn't work, report this sexual predator to the cops.

Me, I have always RESPECTED the shotgun method.
First, as aunt or uncle, you really don't have a dog in this fight.
Tell the 12 year old's mom and dad to sit the young man down and tell him, in no uncertain terms, to stop.
Something along the lines of "Bobby, leave my daughter alone. Today. Right now. No more talking, texting, emailing, phoning, notes through friends, anonymous teddy bears, notes via carrier pidgeon, anything. If I ever find out that the two of you are talking - even if it is my daughter's fault, I am going to call your parents and the police. Not in that order.
The next time you come onto my yard you are trespassing. The next time you call my home you are stalking. The next time you attempt to contact my daughter for any reason the police are involved.
If I as so much as SMELL you near my home, I am calling the police. Are we clear here?
Now get out and don't come back. Ever."

Better... have the talk with the young man in HIS home with his parents present.
That way everyone understands everything.
