Questions Of Washington State Emancipation

Hi, my girlfriend is 17 years old and wants to get emancipated. Both parents are for her being emancipated. She has been paying bills where she is going to be living for a while now but is not living there yet, since her parents wont let her move out till she is emancipated. Now she has been paying the required bills at the place she is going to be living though and can prove everything else is in order. Living in Washington State, being over 16, and being able to handle her social life as well. My question is that, will this be evidence enough that she has been paying the required bills at her new place of living?
