What are my rights as a teen living in the state of Arkansas?? To live where your parents say you live and very little else.

No, there is absolutely nothing you can do except what your parents tell you to do. As a minor, you have NO rights to decide where you live or who you see. Until you are 18, your parents are God. If they say no, it's no. End of story.
Yes, they can keep you from seeing him. And the law is going to back them up completely. NO law is going to force your parents to allow you to see someone they do not want you to see.

i was entered into a mental hospital and the social worker who had my case told me that i had to move ASAP.

I doubt that as well. If a social worker knew there was abuse (especailly sexual) he/she would have had you removed already

That's utter nonsense. A social worker is a mandated reporter. The social worker would not have told YOU to move in violation of the law; she would have reported the abuse to CPS.

Furthermore, she would by law not let you leave the mental institution without a safe place with known guardianship in place. Its conditional for discharge.
You don't sound mature enough to be on your own. Your 17 and have to ask what the legal age is to be on your own. I know of no other 17 year old who does not know this. This is not necessarily a bad thing, but does show immaturity. I highly advise that you seek help from someone who is a professional and not your boyfriend. This way, both of you stay out of trouble.

We understand that. You are still a minor and under parental control. Your mother had a right to report you as a runaway and have you returned home.
You can't move out without parents' permission until you are a legal adult, which is 18 years old.
