If you call the police, they will come to the home and ask what happened. They will also ask your friend his side of the story. Hard to say unless we know the whole story. There is probably no need for a RO against her. Usually when the police come out it nips the behavior in the bud. If they think one is necessary, they will tell you. The question is...what do you lose by calling? Nothing, you get piece of mind. If your affraid of what your mother will do afterwards, tell the police that and they will tell you what to do. Your mother should not have been waiving a gun around and threatening anyone with it. What does the friends parents say? Do they know? You may be safer if you can ask them to call.

My friend is 30 and lives on his own. He couldn't get a restraining order right now for some reason, but I want to protect him because she is very likely to kill someone.

Yes this is my mother, too. And she has gone both to his house and told me that "[she] rather kill him and be locked up in jail for the rest of her life than see us together". She also has got a pistol (I don't know if I mentioned that before) and she assaulted me earlier today. I wouldn't let her get to my computer so she dragged me away by my hair and held me to the ground.
