Children Are In Danger From Alcoholic Mother

I need some advice. My aunt has been an alcoholic for 20+ years. She has 2 daughters, ages 7 and 9. She drinks constantly, around the girls. She passes out and leaves them to take care of them selves. They have been burned trying to make their own dinner. She drives drunk with them in the car with her. She stays away from the rest of the family as best she can because we have all tured her in for this numerous times through out the years. The state takes the girls away for a few weeks or months and gives them to my mother to take care of, my aunt gets the girls back and goes right back to drinking. She has lost them around 20 times. The longest time was a year, my mother took care of them. She took of to Florida (we are currently on the Pa/NY border) over a year ago trying to hide from us, and Florida took the girls for a year and put them in foster care. She just came back to the area around 8 months ago and she is still drinking. Last weekend she got drunk and took a bunch of pills and tried to kill herself. She was in ICU in the hospital for 2 days and is currently undergoing 72 hours of phyc evaluation. She should get out of the hospital tomorrow. Right now her girls are at her friends house.
Over the years she has been in and out of half way houses, clinics, hospitals, you name it.
She will never stop drinking. The girls are in danger every day of their lives. Her oldest (9yrs) weights over 210lbs. She has severe asthma and numerous other health problems due to her weight. My aunt has given her food as a security blankey from the day she was born so she can sneek away to get drunk in her bedroom.
We are in terrible fear of the girls lives and Pa state continues to return the children to her.
My mother has been trying to years to get permanate custody of them.
We don't know where else to turn.
Does anyone have any advice for us??

Again, my aunt lives in Pa. My mother lives in NY. They are only about 20 min from each other, even though they are different states.

Have you called the child protection services?

CPS is your best answer and probably your only answer

Yes we have called them that is who has been handleing the case all these years. They let her go on like this for months no matter hwo many times we call them to report her, then for a few months they will give the girls to my mother and then give them back to my aunt.
