My Ex Has Filed For Bankruptcy
1 My ex has filed bankruptcy in another state that he has lived in for the past couple of months, I assume this is okay due to the 180 day thing, but it just doesn't seem right, since he does not have a valid drivers license in that state, is it?
2 My ex owes me a lot of money and executed a promissory note to pay. He did not list me as a creditor, but did list me as other payments. He made payments until the bankruptcy was filed. But since the bankruptcy went through --- he is not paying. So does this mean he lied on making he payments?

If you don't think he meets the jurisdictional requirements of the court and are worried that the court won't catch on, and it matters to you, hire a lawyer to try to intercede and assert the question of jurisdiction. Although it sounds like there's already a judgment, so it appears you've waited too long to do even that.
When you say he listed you as "other payments", what exactly do you mean? If his debt to you was discharged, either because you were named or because you had a nonsecured debt in a zero assets bankruptcy, don't count on collecting anything. If this debt arose from a divorce judgment, you may be able to enforce it despite the discharge (if it was in fact discharged).
