Under which circumstances, are the states able to deny and disparage the enumerated right and entitlement to the Privileges and Immunities of the citizen in a specific state in regards to the citizens of the several states?
How does Section 2 allow for the denial and disparagement of the full faith and credit of any public act concerning citizens of their respective states, and the several states of the Union?

Dan, I just found this quote. I figured you might be interested... It has to do with possession rights back thousands of years ago. Even today, we have laws smiler to this. They are called squatters rights.
“If a chieftain or a man leave his house, garden, and field and hires it out, and some one else takes possession of his house, garden, and field and uses it for three years; if the first owner return and claims his house, garden, and field, it shall not be given to him, but he who has taken possession of it and used it shall continue to use it.” --- Hammurabi

I guess that is why they invented contract law and leases.
