Can they file a police report? Certainly. It will be up to a prosecutor whether or not to act on it.

when i was 16 i got pregnant, the guy was also 20,a report was filed because my parents were extremely pissed. statement were taken and i said it was consentual, then its up to the district attorney once its filed. i know that if you two get married before anything is filed, everything will be ok.

As you note, it's up to the D.A. to decide whether or not charges are filed. Unless you're the D.A., it's a bit premature to announce that "all will be well if you get married."

    When was this?

If you cant get him charged, file a restraining order.

    no...
The DA can still press charges even if the victim and defendant are married before indictment.
