Megan's Law
I have a friend that served time from 1982 until his release in December 1985, before the Megan's Law began and up until December of 2006 he was not required to register . His case was with an adult woman of the age of 24. My question is can my friend find legal help to have him removed from the sex offenders registering requirement. He was serving a 15 year sentence in Kentucky and paroled after 3 years and released from probation by Illinois after two years. He also was given good time while serving in Kentucky to reduce his time.....1982 until 1997 is 15 years....Is this not like: he is now being punished twice, What can he do? He was living a productive life in Florida and now every month he has a county officer coming to his home , checking on him , some of his neighbors that were friends, now shun him and his two daughters: His daughters are having to deal with this matter in school also....one having four years to finish high school......

He's trying to get off the registry in Illinois, or in Kentucky?

He served time in Kentucky, and when released , served parole in Illinois but lives in florida, and florida is the one that made him register in December of 2006

My guess would be florida, however doesn't kentucky have the say of this?

Registration laws only extend to the state border.
Why don't you ask him which state he is concerned about?

My question is how can florida require my friend to register as an sex offender when the state of kentucky has never had him to do so. He was sentenced in 1982 for 15 years and released on parole in 1985. Kentucky has a ruling basied on the Megan's law Related page: Kentucky Sex Offender Registry.

1. WHO IS REQUIRED TO REGISTER?
The Kentucky Sex Offender Registration Act applies to offenders convicted after July 15, 1994.
Any person 18 years of age or older at the time of the offense or any youthful offender who has committed:
(1) a sex crime; or
(2) a criminal offense against a victim who is a minor,
is required to register.
(Ky. Rev. Stat. Ann. § 17.500(4)(a))
Sexually violent predators are also required to register.
(Ky. Rev. Stat. Ann. § 17.500(4)(c))

Each state has different laws. If Florida's laws treat his conviction as one requiring registration, they can require him to register.
