Is This Child Abuse?

My 10 yo son's mother is living with a guy who my son is pretty scared of. He lives with me so not really an issue being the mother never gets him. I just found out tonight that the boyfriend punished my son before he came to live with me by making him kneel on uncooked rice on hardwood floors for several hours. He also made my son when he was sick with a stomach virus sleep on the tiled bathroom floor for the night alone and wouldnt even let him leave a light on. Im curious if this would clasify as a criminal act of child abuse and if so how do i go about pressing charges.
