Texas Law Regarding Abandonment of Personal Property
I had a roomate as well as a business partner. There was no formal partnership agreement. He has since left the leased house and has been removed from the lease. However he left all of his personal property. He will not speak to me regarding his property. What steps do I need to take. He no longer has any rights to be on the property he is now off of the lease. Also we own a portable building that is on my parents property. He will not discuss the selling of this either. Is there anyway to give notice via certified mail that in 90 days if he doesn't claim his ownership interest it will be considered given up? What steps can I take to resolve this matter.

The property isn't yours to sell. Consider moving it to the shared portable building, then suing to resolve any remaining issues from your business and co-tenancy.
