Ill say it appeared to be a bit judgmental (stating running it at 68 is unwise) That often comes across as rude. But as I said, that is not an uncommon temp where I’m at. I see nothing unwise about setting it to 68 if that is what the person likes.

As jk has mentioned, some states do have requirements regarding temperature ranges for a rental unit to be inhabitable. These typically involve heat ranges during cold weather months, not AC but the OP can contact Code Enforcement to confirm this.
It would appear from all the maintenance visits that the current AC unit is working but just not to the tenants satisfaction in terms of meeting what they believe is a reasonable cooling temperature.
