Possible Child Support Fraud in Illinois

Was the change of custody agreement filed and signed by a Judge?
If not, there is nothing you can do because the agreement isn't legal.
Also, was anything ever filed/signed by a Judge abating the existing order for you to pay CS?
If not, there's also nothing you can do.
