Fender Bender Caused by U-Turn into Angled Parking
My question involves a traffic ticket from the state of: Washington

Google map of the incident area in downtown Bellevue, WA: https://www.google.com/maps/@47.6113.../data=!3m1!1e3

Diagram of both cars' movements: https://drive.google.com/open?id=1xp...Xa4sXYi1bLjzqW

The yellow car looks then backs out of the space.
The red car is incoming from a side alley (no blinker, no stopping) such that they cut across both traffic lanes and entering the adjacent target angled parking space with a "hard turn" from the wrong direction.

Is this tantamount to being a U-Turn in a business district, or some invalid or illegal move by the red car? The two cars would not have crossed paths at all if the red car had not come from the wrong direction (the red car's rear driver-side bumper from just behind the rear wheel well to the corner edge slid across the yellow car's rear passenger-side bumper corner where the lower taillight is).

    Who is at fault?

It is not a one way street. This is clear from the parking spaces on both sides. Red was in the street and yellow was backing into the street. Red was struck o the back third of the side by the rear of yellow.

    Yellow is clearly at fault.

I gotta go with yellow being at fault.

Yellow had a duty not to back out until the way was clear.

    It wasn't clear.

Based on where the damage is...yellow. Yellow should have been paying attention while backing and if they had been paying attention, they would have noticed red.

Probably not but that isn't what happened.

Yellow would also not be at fault if red were an alien spacecraft that crash landed on yellow. But again, that didn't happen.
