If the lease does not provide for a fee for the handling of packages on behalf of tenants then, no, the new fee is improper during the remainder of a tenant's lease term. When a tenant's mail or packages are delivered to the landlord's offices and not directly to tenants, the handling of the deliveries is part of the landlord's implicit obligations under the lease.
