Emancipation questions

Hi. I've done a lot of searching online and I cant get a real black and white answer on my questions, was hoping someone here could help.

My boyfriend and I, me being 20, him being 17 (turns 18 sept 22) live in seperate states for the summer. He is in Florida. I am in Louisiana. His mother is not going to let him come visit me and/or sleep at my house.

I was wondering if at the age of 17, is he still a minor by the Florida law? If so, will he be classified a runaway even though he is 17? If the answer is yes to both of those, then will he need a parents consent to be emancipated at the age of 17?
