You can report it to the police. In the fact situation you posed, he would be guilty of a misdemeanor offense. But that may not be a good idea. Juries are not going to be real keen on convicting a guy just for having sex with his girlfriend. You may hate what happened, but you should take into account your sister's feelings about it before you act. Otherwise, you may do more harm to your sister than good, and ruin your relationship with her in the process.
