According to Texas statute a Class C misdemeanor carries a fine not to exceed $500.00. I can find no mention of loss or suspension of driver's license.

So only a fine not exceeding $500? Or community service? Does this have any effect on car insurance?

It would be up to the judge to require community service in place of the fine. It isn't a moving violation so it shouldn't be seen by your carrier.

A class C misdemeanor can also result in a deferral which will mean you won't end up with this on your criminal record. This is a better deal than taking the conviction no matter whether it is a fine or community service.

The insurance carrier very much can see non-traffic convictions, but I suspect they won't much care about a paraphernalia bust even if it takes place on the road. My policy is pretty clear about what offenses factor into the rate structure. You should probably read your policy material if you wish to know for sure.
