    Enforcement of Parking Restrictions in Private Parking Lots
    It is my understanding that police and parking enforcement are not allowed to write infractions and parking tickets in just any parking lot, be it a parking lot or a shopping center. If it is privately owned, there must be pre-signed authorization given to the local authorities to write citations on their property.

    Maybe the local parking enforcement are not allowed to write citations in the newer parking garage?

    Correct. City or county parking enforcement cannot generally cite inside private parking facilities. There ARE still some elements of the Vehicle Code or local ordinances that may apply, but most parking regulations will not be applicable. Handicapped parking and fire lane violations are the two most commonly enforced in private lots. Few other regulations can be because they trend to require that the offense occur on a public street or publicly owned parking lot.
