When Does a Landlord Have to Replace Your Carpet
In Santa Monica, does a landlord replace carpet if has been a tenant for over 20 years and carpet is over 25 years old. Also, carpet has two layers of rubber dust matting under it. Since tenant has lung disease, this is also a health hazad, to say nothing of just plain dirty.

No, he's not required to.
But you could have certainly negotiated new carpet on any lease renewal or moved to someplace that had better carpet.

The only time a landlord falls under a duty replace a tenant's carpet is if the condition of the carpet affects the safety or health of the tenants, such as if the carpet has become moldy or if it has holes or rips. No duty to replace arises based upon mere age or appearance.
If the carpet has been present for more than twenty-five years, so has the matting. As for the carpet's being dirty, dirty carpets can be vacuumed or cleaned.

I agree but depending on the type of the matting it honestly could disintegrate enough in 20-25 years to pose a possible health hazard to some people.
