Beyond waiting for an amnesty program, illegal immigrants are not in a position to apply for citizenship. Marriage does not provide an end-run around immigration laws.
Would the person need to return to Mexico and apply for legal entry into the US? Could he apply as soon as he arrived in Mexico? Someone told him he would have to wait a year. What are the chances he would be approved?
He can apply from Mexico. I don't know if there are any circumstances in his case which might require a waiting period, or what that person told him. I cannot estimate if his application would be approved, or how long it would take, as I know nothing of the case. I suggest that you have him consult an immigration lawyer.
