Will a Court Consider Earning Capacity for an Underemployed Parent

My question involves a child custody case from the State of: California

My question is, if the mother of my daughter is underemployed or not working when we go into modify will the court take into account that she has vocational nursing training? She is a board certified LVN. Just curious. Thank you.

It might depend on why she is not working in her chosen field.

The past few times she has used going back to school. this has been ongoing since she was 22 she is now 34.
