It sounds like you've already been to court on this, as you reference custody, and thus you would petition for a name change in the court which issued the custody ruling. You would have to establish the name change to be in the child's best interests.
Why would you want to pursue termination of parental rights? He may not be paying support, but he's growing an arrearage that you may someday be able to collect, and he's not in your life. I suspect you might be able to achieve this goal given a history of domestic violence, abandonment and nonsupport, but judges will often decline to terminate parental rights "just because" - the most common reason is step-parent adoption.

About the name change, since I dont know where he is what kind of publication do I need to place in a newpaper??

I suspect he's under a court order to keep the court informed of his address for the purposes of child support. Ask the court what service would be deemed reasonable, or check with a local lawyer.

See, we were never married and he bailed about 6 months before I went to court to get custody. Of course he never showed up. He has 3 children with 3 different women and owes close if not more than $150,000 in C/S. The Attorney Generals office has not been able to locate him either. He has not updated courts or the attorney general with addresses on of the kids.

When you petition the court to permit substituted service, the court should tell you what form the service must take (e.g., public postings, mailing to the last known address, publication, etc., or some combination thereof).
