Was this a private service, like AMR or was it the local FD/paramedic service, if available? This can make a significant difference.

If you say so.
Your insurer should NOT be paying the bill because it involves a work place injury which should be covered under WC. You need to get a WC case opened and make sure you employer submits whatever they need to so that the claim can be filed that way. If WC won't pay it then you're on your own.

It appears that Pennsylvania, like many other states, allows local government entities to pass ordinances charging a fee for emergency service, usually billed to insurance companies. We have similar programs in some agencies in my state where merely rolling to the scene can result in a billing. Whether that is the case here, who knows? But, given the low cost of the billing, and the sample billing services memorandums I have seen seem to indicate $125 as the model fee, I'm thinking that's what is happening here. As such, you might consider paying the bill, or, risk a collections account for the original $150 and maybe up to $500 more. Frustrating to be sure, but, if you do not not address it, you could be fighting it.

How large is the company you work for? I don't think your company will open a WC claim for the amount of the bill and have that claim on their policy. Why don't you or have you asked your company to pay the bill? What is the nature of the business?
I currently work at a facility that is FDA approved. We have to follow CGMP and OSHA 3088 regulations. That includes how emergencies are handled and are strictly enforced as SOPs. We have to complete training modules in the first week of every month. We have two people on every shift (and alternates) that are trained to assess emergencies including injuries. These are the only persons that can call 911 or request emergency services. If anyone else were to make that call, they would be summarily fired.
That happened last year when a long time employee in the office called in a code 500 over the intercom when there was no emergency. He was frustrated that nobody was answering their phones.

My employer is a local k12 school. They do have to have workers comp and I am going to take this to work after holiday break and see what they say. I'm not exactly sure who placed the 911 call but they had to have paniced or something to place it before deciding it was a life threatening situation. Since this did happen at work I agree with the statement that worker comp or my employers should be taking care of this bill. I still don't feel like I should have to pay it since I didn't need or receive treatment or transport and the call was unnecessary. What I am going to do is hand it in at work after the holiday break and see it their insurance will pay it or they will pay it. If they don't Then I am going to go back with the Ambulance billing company and see if I can negotiate a lower fee.

Yes of course if all fails and they will not negotiate then we are back to withholding payment again I would think.... but then I can at least show I made efforts to find ways to get the fee paid and offered to settle it with them.

Sorry to necropost - but OP any updates? I am very interested in this case because I agree completely with you not having to pay but as others have pointed out the headaches of not paying may far out weigh the small price (which is probably what the ambulance company is counting on). So if you can provide any updates that would be great!

The Ambulance billing company didn't want to settle. I offered $50 to try to start negotiation. Figure $50 is not bad for showing up to do nothing. They said we don't want to negotiate. So I told them I wasn't planning to pay the full amount and hung up. They have since not sent me any more invoices. Who knows if it wI'll move on to collection
