    An arrest warrant was issued on an FTA for a TRO hearing??? That is ... to say the least, unusual. Usually, the court simply issues a judgement for the side that is present.

    But, as mentioned by PTPD22, an arrest warrant typically means he can go to jail. So, he should take care of this.

    It sounds like a warrant for failing to appear at a show-cause hearing, following an alleged violation.
