No, the state of Illinois will not emancipate a 14 year old (or a 15 year old).
what about to michigan to live with a exstep dad that basically raised me my whole life?
If you get your parents' permission, assuming he's willing, you can move in with your stepfather.
The only state that will even consider emancipating a 14 year old is California, and California will do it only very rarely.
But, as Aaron says, you can live with another relative IF your parents consent.
That is not the same thing as emancipation.
