What Happens if You're Caught Shoplifting but Can't Pay for What You Stole
So I have a friend that recently got caught shop lifting at a wal mart in Las Vegas and doesn't have the money to pay for it and some 3rd party firm called his roommates job looking for him and when he called the people back they apparently said that there's a pending law action against him for it but he doesn't have a job to pay for it? He tried to steal tupperware so it wasn't anything big and the store didn't call the cops but now he just has a balance that he can't pay for that's $400. What will happen if he doesn't pay for it? Will they take him to jail for it? Or his roommate since they know his roommate now?

If it's a civil action, a judgment can be entered against him, and they will pursue him through collections activities.
The roommate is not going to jail. But if he doesn't stop stealing, he probably will.
