Modification of Child Support if the Custodial Parent Moves Out of State
My question involves a child custody case from the State of: NY, CT, LA
So this may be a little complicated but here it goes....
My husband has had to pay child support to NY for a kid he never knew as his old fling trapped him by getting pregnant when he wanted to move on from her. Long story short, the CP has lived and moved around NY multiple times making it very hard for any modifications to be done (the child support judgement was a default because they had the wrong address and he never knew about it). Every time my husband does all the paperwork, she moves out of that county and the process has to start over. We live in CT. So now CT has been enforcing the child support for NY.
We just found out this morning that she moved out of NY to Louisiana back in June with the kid. How will this affect my husband from getting a modification from NY and does NY still have jurisdiction? And is CT still allowed to enforce this?
Please advise and give some steps in what my husband would need to do...

Now would probably be a good time for your husband to consult a local attorney.
