Advertisement Downloaded Illegal Content on My Phone
My question involves criminal law for the state of: California

I was on my phone looking at legal pornographic material and an advertisement opens another tab pops onto my screen didn't notice and I tapped my screen it then downloaded illegal what I assume to be either animal porn or child porn then when I noticed I went to delete I was too slow and boom FBI charges on my screen and I refuse to pay it now as I know it was accidental and I didn't intentionally look for this type of pornography who should I call or talk to for this problem to be resolved without me having to pay the fine?

If a popup on your screen says "This is the FBI, send us money", it's somebody trying to separate fools from their money. The FBI doesn't do that.

Have you restarted your device? That can sometimes clear those kinds of pop ups. If not, a factory restore will do the job. You'll lose any data on it you haven't backed up but it will get rid of the pop up.

It says Federal Bureau Of Investigation then talks about suspicious files on device fine amount warning about if I dispose of the device and another page lists the crimes and another page is payment information then another with pictures of files found on device emails attached to device list of my contacts country phone model phone number mobile os and another page that talks about the FBI mission

Can't restart because I can't access anything on my phone I removed the battery and put it back in and I don't know how I am supposed to factory reset when I can't even leave the lock

You've been hacked and it was not the FBI contacting you. They don't do pop-ups or email warnings of potential prosecution. You will have to take your phone to be repaired. If you read your email on your phone or access any bank accounts, etc., CHANGE ALL THOSE PASSWORDS NOW.

Depending on your phone, it may still be possible. Google your phone model and factory reset to see if there is a key combination you can use when starting it up to get to the reset options. If not, yeah you're gonna have to take it to a pro.
