How to Get a Social Security Card Without a Birth Certificate
I am trying to get a new social security card so I can get a photo I.D and i have no birth certificate, I have no drivers licenses and have never held a job. What would i have to do?

You have to apply in person anyway so I suggest you visit the SSA office and see what they can tell you about alternate documentation.

State laws govern how long medical records must be kept. How old are you ? When was the last time you saw a doctor ?

Why not obtain a birth certificate from the custodian of such records in the place where you were born? Were you born in the U.S.? There are websites where, for a fee, you can order one. If you were not born in the U.S. you'll have to get one from the country of your birth. But you had to have some form of ID to enter the country unless you came in illegally. If that is the case I can't advise you on how to get something from an unknown country by mail, but I expect it would be entirely possible to do so.

You HAVE a birth certificate, you just do not have a copy of it. If either of your parents are living they can help you get a copy of your birth certificate.

So a Social Security number has been assigned to you but you do not have the card? Or you never had a Social Security number assigned to you? If you had a number assigned to you, a birth certificate won't help you get a replacement card. You probably need a birth certificate to obtain a DMV ID card or driver's license. So contact the county seat of the city you were born in and pay for a certified copy.
Gather up every single document with your name on it; school ID card, immunization record, medical record, bills, credit cards, report cards.
You sound like a young adult and you write like a native English speaker. So my guess is that you are not foreign born and these documents should be available to you or you can find them. Too bad your parents or care givers didn't help you with this. SSA has to be satisfied that you are really the person who was issued the SSN. You have some work to do.

I was born in the US and am a citizen, I know my social security number and I had a card and a birth certificate as a child, however, my mother lost it. I have never been employed so am unsure what to use for records since I have no bills either. I might have to use medical records and school records but i am concerned these may be kept only for a short period of time.

You take your mother and you go to the vital records division in the county where you were born. She shows them her ID to get your birth certificate. Once you have your birth certificate you can go to the nearest social security office and get a copy of your social security card. Once you have your birth certificate and your social security card you can go to the DMV and get either a driver's license or a state ID, depending on which is appropriate.
I have done this twice now with my daughter, who wouldn't stop carrying everything in her purse, and then her purse got stolen, twice. Luckily, she has finally figured out not to carry all of that stuff in her purse.
