Parental Responsibility for a Disobedient Child
My question involves child abuse or neglect in the State of: Texas
If your kid converts to some other religion and they want to dress different and you refuse to allow them to, then they refuse to go outside, is that neglect? What if the kid refused to go out for at least 9 months now? And what if they refuse to go out to the doctor when they are passing out due to illness? If you refuse to let the kid dress how they want when they go to the doctor and they refuse to go because of that, is that neglect?

Taking into account your previous posts here, I'm concerned that you even have to ask these questions.
The answer should be screamingly obvious. It's known as "parenting your child".

Is it neglect if you're willing to let them visit the doctor but they refuse to go because you they wont go outside without a certain kind of clothes?

Yes. As the parent you are fully empowered to make a minor child go to the doctor wearing whatever you want them to, short of beating them to do it. If they are that ill, you call an ambulance and have them carted out in their underwear.

Visit the doctor for what? If you're a parent who is unwilling to find a way to make your child go to an annual physical, you're just a lazy and/or unskilled parent. If it's a surgery for a life-threatening condition, it's neglect.

Are you the parent or not? I suggest you take a parenting class or two.

That would depend on the facts, and we have virtually none of them. You could consult a family counselor.
