Can a Parent Pay Back Child Support to the Adult Child

My question involves a child support case from the State of: New York. My daughter is now 19, so think her father is currently just paying back child support. He owes over $5,000. After she turned 18, he asked her if she would like the child support to go to her. She told him no, but I was wondering if he is even allowed to make that decision.

He's allowed to ask you if that's okay ... but that's it. It's not owed to her. It's owed to you.
