    How Does the J1 Home Residency Rule Work if You Hold a F1 Visa
    1) I started a PhD Program with a J1 with 2YHRR
    2) Once the J1 was over, I transferred to an F1 with a different sponsor. I remain in the same PhD Program
    3) The time I spend in my home country during my F1–does it count as fulfilling the 2YHRR of the previous J1, even though I am in the same PhD Program?

    If you are in your home country, then the time in your home country should count toward the cumulative 2 year total even if you could theoretically be present in the U.S. on a different non-immigrant visa.

    I agree with Mr. K. The time after you exited on your J-1, counts. It matters not if you have another visa or are trying to come back to the US. You can come in on the F-1 (when approved) and the clock stops when you leave your home country. You are ineligible for permanent residence, immigrant visa, or family based visa eligibilty until you spend an aggreagate two years back in the home country (or you get the HRR waived).
