    Harrassment Through Text Messages on Whatsapp
    My question involves criminal law for the state of: uttarakhand (INDIA)
    someone is sending obscene messages to my frriend from a spoof whatsapp number.And everytime the number is different.
    what to do in that case as we cant trace the person who is doing this.

    This is a U.S. board. If you are looking for legal remedies, you need to consult a lawyer in India.

    That costs money. (Really, I'm not being a smart-A, Indian police are paid just enough to cover the cost of their uniforms and equipment - yes they have to pay for it all themselves - plus just-enough-to-keep-from-dying-of-starvation food plus rent for a room in the poorest districts. They have to strongarm people if they want money for things like decent food, personal grooming supplies, the occasional beer and/or movie, hot water, stationery, civilian clothes for their days off, maintenance for their uniforms etc., bus/train fare, and so on. Most/all Indian police stations have price lists posted prominently, for things like: crime report, crime investigation, crime prosecution, collections, civil issues.) While OP might consider reporting this to the police, it will cost him money just to do that. If he wants things to go further, he will have to pay more. I suspect he is looking for something other than going to the police.
