They are legal to own. Carrying them around with you would be illegal unless you possess a Georgia Weapons Carry License.

Owning it is legal but if the blade is more than 5" you will need a state issued weapons permit to carry it.
GA Code 16-11-125.1 Defines:

You do not meet the exceptions in (a) through (g) so you need a weapons permit (unless the blade part of your cane sword is 5 inches long or less, but then it wouldn't be a cane sword, it would be a cane knife and not a "weapon" as described by the statute.
