Does a New Medical Opinion Constitute Change in Circumstances
Where a medical expert has testified in favour of an accused person in a trial regarding the accused's mental condition, but post trial, while reiterating his earlier statements, he admits of the possibility of relapse, would this constitute a change in circumstances? Could I get references for this please?

The spelling used in your post suggests you are in some country other than the United States. These boards only address law in the U.S. So where is this taking place and why would a “change in circumstances” matter? Note, though, that generally a change or clarification in someone’s opinion is not a change in circumstance, at least not in the U.S. After all, all the underlying facts on which the expert based his opinion are unchanged, right?
