    If you have filed i-130 forms for your parents to try to get them U.S. permanent residency, can they enter the U.S. as tourists while their I-130s are pending?

    When you enter the U.S. as a tourist, you are entering as a non-immigrant. The pending I-130 shows intent to immigrate. There is thus a substantial likelihood that the parents will be denied entery into the U.S. on a visitor visa, and will have to wait to enter until they receive their immigrant visas.
