A tenant in California rented a two bedroom, two bathroom apartment. She lives alone. The landlord required that the tenant sign a contract stating that if she brings in a roommate, other than a spouse or child of the tenant, her monthly rent will go up by $400 per month. Can a landlord impose a rent increase simply because you bring in a roommate?

In a word, yes. If the tenant knows of and agrees to the terms up front, then the tenant can expect to have to follow the terms for the duration of the lease.
