That again is an assumption. None of us here knows if in fact the situation presented by the OP is true. So why jump to that assumption off the bat? Do you really think it is impossible for such a thing to occur? I’ve seen stranger things in my life than this. Just because presumably you and everyone you know wouldn’t do it doesn’t mean that no one out there would do it. Just because you think it beyond stupid for her to do it doesn’t mean she sees it the same way. If you’ve been around for awhile you learn that there are many odd, strange, and stupid people out there. This situation is far from the most outlandish of real human behavior.
My basic motto in my practice and my life is assume nothing and verify everything. It has served me pretty well. I’m not going to simply assume that a post like the OP’s is a troll right off the bat simply because of its unusual nature.
If it sounds like a troll it generally is and I will continue to call someone a troll if it seems trollish.

Exposing your breast in public is perfectly legal for men and women in California.

Uh ... what???
Maybe on a nude beach or while breastfeeding, but there are more than a few instances where it is a crime for a woman to walk around with exposed breasts. You might want to read PC 314, and the occasionally associated charge of PC 647(a).
