    No, there is no requirement for window treatments in Pennsylvania's landlord-tenant law. Still, they can help with the marketing of an apartment, so the tenant may want to try to negotiate with the landlord for the installation of window treatments. The worst the landlord can do is say "no", or require that any blinds the tenant buys and installs be left with the property.
