    My question involves civil rights in the State of: California

    City Council and City of Orange Cove P.D. are assisting in a criminal offense.

    Can I sue city for assisting my mother-in-law/landlord/city council women in disconnecting water which is a criminal offense pc 591-593., and for denying me service in my name yet chief sends deputy to hand deliver bill to me. Then serve me with 60 also cuz my husband was arrested and restrained for 3yrs but under pc 1161.2 states dv victims can't right.

    First off, nothing in those statutes covers the disconnect of WATER. They cover power, telephone, and television. The closest is 592 PC but it doesn't cover disconnection but rather the theft of the water itself. Further, the statutes that do cover disconnection of utilities, only covers UNLAWFUL disconnection. The utility disconnecting service is almost certainly not unlawful.

    There is also no such thing as 1161.2 PC. You're going to have to come up with a better description of that aspect.
