If this would be the first custody order, they will need to file a custody case and seek to have the court enter the agreed order. If this is an amendment of an existing order, they will need to file a motion to modify the order, submitting their proposed, stipulated order to the court for approval.
The court would normally review the custody order to ensure that it is in the best interest of the children, as well as reviewing any deviation from the amount of support dictated by the state child support formula.
If the parents need help, they should consult a family lawyer. In a few states they may be able to get help with document preparation (but not legal advice) from a paralegal service. Many states put forms or form packages for the creation or modification of child support orders online, so check the court website.
