She apparently plans to have her parents' custody rights suspended or terminated due to abuse, then try to get protective services to authorize emancipation. It's a long shot, but it could meet the requirements of the statute.

I dont see that CPS is not about splitting families they goal is to reunify families whenever possible even in abuse cases. The goal would be therapy etc. In an extreme case the child would go into foster care. Its a very BIG long shot
