If he is truly willing to turn a simple divorce into a contested divorce over $100, she should pay the money and be glad she's done with him. Even if she isn't using a lawyer, the value of the time and energy that she would have to invest in a contested divorce case significantly exceeds $100, and if she has a lawyer it will cost her far more than $100 to conclude a contested case.
