I means if sb. Want to negotiate with the prosecutor for get the dismissal or plea not guilty, but his attorney advise him on diversion to theft classes, if he agree to the theft classes, does it means he acknowledge the guilty, is it the best result for him?

Your still making little sense. If your asking is diversion better in most cases yes because it helps you avoid a conviction on your record. However without knowing the details of your case or if its 1st offense second or what no one can say. These are questions you should ask your Attorney.
