Medically Neglected Teenager Wants to Change Residence
My question involves child abuse or neglect in the State of: Nevada
Long story that I'll try and make as short as I can. Sixteen year old with COPD\Emphysema living with Mother\Half sisters\Nieces in Sin City. We'll call her Kim. Living conditions are shit, lack of food, missing doctors appointments, no one she lives with really seems to care about her health until she's in the hospital, which happens more often than not. In a bad spot mentally and not really close to being able to take care of herself without any support (taking medications on time, doing all of her treatments, etc.) She's been abandoned before and homeless, and all of them might be homeless again because the state is supposedly deeming the house unfit to live in. She has expressed her wish to move out, there's people that would take her in and provide for her, but her mother isn't going to give her approval.
I doubt her mother has ever had Kim's best interests in mind and certainly doesn't now, however because she's 16 that isn't going to matter. She could simply move out when she hits 18 but I seriously doubt, that in these living conditions, she's going to live to see 18 whether it's her disease killing her or something else. Kim has even said this, and I told her there were legal ways for her to be removed, especially If the house\living situation was this bad but, she's pretty depressed\frightened\uncertain. I also told her I'd respect whatever choices she made because they're hers to make, and right now she doesn't want the law involved, until they're about to be homeless, or possibly never unless I can convince her otherwise. I don't think she's really in a spot to make the best choices for her health but that's not my call.
So I was researching laws online and came across this site, could I get some advice on how I can proceed, or even just, where I need to go to discuss the situation and find out all of the legal courses of action that could be taken? Thank you so much.

If by "change residence" you mean "move in with her father", she can ask her father to bring a motion to modify custody.
If you mean "run away from home", a minor has no legal right to run away from home. If a situation of abuse or neglect is bad enough that it endanger's the minor's health, the minor can speak with a guidance counselor at school or seek help from protective services, 1-800-4-A-CHILD.
If the minor is given permission by her parents to live somewhere other than home, she may do so based upon that consent. However, parental consent may be revoked.

there is the problem. The law is who (or is it whom) needs to be involved. This is the sort of thing child protective services was created to deal with. If she doesn't want to do things the right way, she is on her own.
Of course if you know of a minor that is endangered, you are free to make a report to child protective services yourself.

Ok, so basically there's either A: Get her mother's permission to live elsewhere which may be revoked (She never knew her father and he's dead now anyways) or B: Get the law involved. Ok, pretty much what I figured. Thanks a bunch, I'll look into protective services now, and talk to her about it. And yes, If it starts to sound bad enough I will be contacting them, I already told her as much. Thanks for the lightning fast replies

If a doctor or hospital thought the child had not been receiving proper medical treatment in a timly manner, they would have called CPS.
Have you personally witnessed the things the child has told you ? How do you know the child ? Are you a male that wants the child to live with you ?
